Why do so many transformation programmes struggle?
The technology is available, funding is approved and the ambition is there. The gap sits between those making decisions and those delivering them.

Many leaders are discussing the challenges of delivering large-scale transformational change. Whether it's AI adoption, digital transformation, organisational redesign, or public sector reform, the challenges being highlighted are remarkably similar.
- Lack of stakeholder alignment
- Competing priorities
- Delayed decision making
- Poor visibility of risks and dependencies
- Delivery teams struggling to maintain momentum
- Leadership teams lacking confidence in the data they receive
The technology is often available, funding is usually approved and the ambition is certainly there. So why do so many transformation programmes struggle to achieve their intended outcomes? In my experience, the challenge often lies in the gap between those making decisions and those responsible for delivering them.
The connective tissue
A strong PMO is far more than governance, reporting and status updates. It acts as the connective tissue between strategy and delivery. It builds trusted relationships with delivery teams and senior leaders. It provides a portfolio-wide view of change, helping organisations identify risks, issues and dependencies before they become barriers to success. Most importantly, it enables informed decision making by providing leaders with accurate, timely and meaningful insight.
The most successful transformation programmes I have supported across government and healthcare all had one thing in common: strong visibility, strong relationships, and a strong governance and reporting framework. Not because governance is an end goal, but because it creates the conditions for successful delivery.
