The people and structure behind large-scale transformation
Vision 2030, Vision 2040, the UAE's AI-driven vision for 2031 — how does change at that scale stay coordinated and actually deliver?

Lately, I've been following some of the national transformation efforts across the Middle East — from Saudi's Vision 2030, Oman's Vision 2040, to the UAE's AI-driven vision for 2031.
It's exciting to see these countries moving fast, investing in digital capability, innovation, and ambitious programmes. But it also makes me wonder: how do they keep such large-scale change coordinated, aligned, and actually delivering lasting impact?
“Success doesn't come from technology or funding alone. It comes down to the people involved — and the structures that support them.”
Where the PMO quietly matters
An effective PMO often makes a huge difference — not by controlling everything, but by connecting teams, aligning priorities, and helping everyone focus on outcomes, making sure all the moving parts work together.
What feels particularly promising in the Middle East is the emphasis on building delivery capability alongside innovation — through nationalisation efforts, cross-sector collaboration, and structured approaches to change.
